The federal “Campus Sex Crimes Prevention Act,” enacted on October 28, 2000, went into effect on October 28, 2002. The law requires institutions of higher education to issue a statement advising the College community where, law enforcement agency, information provided by a State concerning registered sex offenders may be obtained. It also requires sex offenders already required to register in a State to provide notice, as required under State law, of each institution of higher education in that State at which the person is employed carry on a vocation, volunteer services, or is a student.

Ten (10) days before enrolling in class, but never later than the seventh day after the date on which the person begins to attend school, a person required to register as a sex offender, under Texas Code of Criminal Procedure 62.152, or any other provision of Texas Code of Criminal Procedure Chapter 62, who is a student at a public institution of higher education, including a college district, shall report that fact to the authority for campus security for the institution, the Houston Community College Police Department (HCCPD).

Following registration with HCCPD, information regarding the registrant shall be forwarded to the Registered Sex Offender Review Committee for processing. Prior to the final decision of the Committee, the registrant’s enrollment and course selection are subject to review and are not final. Registrants will be identified by risk level and processed accordingly. Registrants are encouraged to report as soon as possible in order to avoid delays in enrollment.
